§ MR. STAPLETONmoved for leave to bring in a Bill to secure the observance of better discipline in merchant ships. He knew that there was no chance of carrying the Bill this Session, but he desired that it might be printed and considered by those who took an interest in the subject. The object was to protect the seamen by securing an entry of any punishment inflicted.
