§ MR. LAYARDI wish, Sir, to ask the noble Lord at the head of the Government a question of which I was unable to give him notice, as I have only to-day received the information upon which it is founded. The question is whether a treaty was signed between Russia and Persia on the 5th of January last, and ratified at Teheran on the 18th of the same month, by which Persia ceded to Russia certain territory 841 between two places on the frontiers of Turkey?
