said, he would beg to ask the hon. Gentleman the Under Secretary for War why the 2nd Cornwall Rifles were not included in the list of militia regiments which volunteered for foreign service during the late war, as the officers and men of that regiment unanimously expressed their readiness to serve Her Majesty wherever they could be of use?

said, it was not competent for the Government to accept the offer to serve abroad on the part of a militia regiment, until after the passing of the Bill of December, 1854. The offer of the 2nd Cornwall Militia was made in April, 1854, when there were no regi- ments of militia even embodied, and the Government were not in a position to accept the offer, however much it might have been required.
