Sir, no official information has been received to that effect. I believe, however, that the Russians conceive themselves at liberty, in consequence of what passed at the Paris Conferences, to destroy these works. Of course, if they have done so, the only result will be to impose upon the Turkish Government certain expenses in re-establishing the works when they come into possession of the ceded territory.
