Sir, I trust the noble Lord at the head of the Government will excuse me for putting a question without notice. There is a rumour that Her Majesty's Government have received intelligence of the death of His Majesty the Emperor of Russia. I wish to ask if such intelligence has reached the Government.

Sir, two telegraphic despatches have been received—one from Berlin and the other from the Hague—stating that the Emperor of Russia died in the course of this forenoon.
