§ MR. ARKWRIGHTwished to know why the Bill was introduced at so late a period of the Session.
The CHANCELLOR OF THE EXCHE- QUER, in reply, stated that it had been found necessary to introduce it in consequence of the recent Act for the advance of certain further sums for the improvement of land, containing one word which the law officers in Ireland were of opinion would have the effect of preventing a proprietor, who had taken a loan for one portion of his estate, transferring it to another portion. The Bill was intended to authorise such transfers.
