§ Mr. C. Berkeleyobjected to the proviso to the clause, that it was not to apply to subscriptions for a plate or prize, because it was legislating for one side only, and because it would, he contended, legalize gambling one way, while it attempted to put a stop to it on the other.
§ Sir J. Grahamthought the proviso essential to the clause. It only legalized mere subscriptions.
§ The Committee divided on the Question, that the proviso stand part of the clause:—Ayes 37: Noes 3; Majority 34.
