The Speaker saidThe House is aware, that at the close of the last Session the House sustained a great loss by the death of Mr. Rickman, who was an officer of the House for thirty-eight years, and sat as a clerk 181 at the table during twenty-six years. I have received this morning a letter from his son, in which he states, that his lamented father had collected a number of papers relating to the privileges, practice, and precedents of Parliament, and that he is desirous of placing them at the disposal of the House.
§ Lord J. Russellsaid, he thought the House should express their sense of the great services of the late Mr. Rickman. As, however, there were not many Members then present, he should take the liberty of giving notice, that he would bring forward a resolution on the subject to-morrow.
