§ Lord Palmerstonpresented a copy of this Treaty. In moving that it do lie on the Table, the noble Lord said, he felt it his duty to state, that the delay that had arisen in the presentation of the Treaty had been occasioned entirely by an accidental omission in it, and that it was not in the slightest degree imputable to any hesitation on the part of the Portuguese government to ratify the Treaty, or to any indisposition to send it at the earliest moment it could to this country.
