§ Lord Althorp, the new Chancellor of the Exchequer, amidst the most profound silence throughout the House, which had previously been rather disturbed, rose and spoke as follows: — "Mr. Speaker I have now to announce to the House, that it is my intention upon Thursday next to move that a Select Committee be appointed, to inquire into what reductions can and ought to be made in the Salaries and Emoluments of all officers in his Majesty's service, holding places at the pleasure of the Crown, and being Members of Parliament."
