At 4 o'clock, Mr. Quarme, yeoman usher of the black rod, appeared at the bar, and in the name of the lords authorized by virtue of his majesty's commission, required the immediate attendance of the commons in the house of peers, to hear the commission read. The speaker, and nearly all the members present, attended. On their return, the speaker having declared that the clerk of the house had, according to custom, prepared a bill to prevent clandestine outlawry, the bill was read a first, and ordered to be read a second time. The grand committees for religion, for grievances, for courts of justice, and for trade, and the committee of privileges, were appointed, and the due powers given to them. The customary resolutions relative to the term of limitation for petitions, complaining of undue returns to the internal regulations of the house, &c. were passed.
