To ask the Secretary of State for Foreign and Commonwealth Affairs what discussions he has had about the inclusion of a possible EU constitution in the forthcoming Laeken declaration on the future of Europe. [16408]

Peter Hain

It was agreed at Nice that there should be a wide and deep debate on the future of Europe before the next IGC in 2004. The Laeken European Council in December will decide on how to take that debate forward.
