To ask the Secretary of State for Foreign and Commonwealth Affairs what assessment he has made of the role of states other than Afghanistan in having assisted Osama bin Laden and al-Qaeda; and if he will list those states. [16421]

The Government are not speculating about the involvement of anyone other than UBL and al-Qaeda in the 11 September attacks. Al-Qaeda is a network of individuals and resources concerned with terrorism and operating covertly in many countries in Central, South and South-East Asia, the Middle East, North Africa, Europe and North America. There is no evidence that any states beyond Afghanistan are supporting the terrorist activities of al-Qaeda.
