§ Peter HainI welcome the publication of the White Paper. It is an important initiative in the effort to make the EU's institutions more efficient, effective, transparent and accountable. I particularly welcome the emphasis of the White Paper on practical ideas which can be implemented without the need for Treaty change. A copy of the White Paper has been placed in the Libraries of both Houses.
