§ Mr. TimmsWe are considering the Social Security Advisory Committee's report on regulations to bring non-cash vouchers into line with the treatment of cash earnings for National Insurance contribution purposes. Where the Committee reports on a set of regulations, the Secretary of State is required to publish it, and the Government's response, when tabling the regulations. There is no requirement to publish the Committee's report where a decision is taken not to table the regulations. We shall make a further statement shortly.
