To ask the Secretary of State for Health how many administrative personnel of the NHS received incentive project service payments in 1997–1998; what was the total cost to the NHS; how many could potentially benefit from IPRs in 1998–99; and what are his budgeted costs for these payments. [60356]

General and senior managers on residual national terms are subject to individual performance review and eligible for performance-related payments (PRP). New national arrangements for National Health Service senior management in health authorities were introduced from 1 April 1998. Under these, whether pay is linked to performance and the way in which it is linked is a matter for local determination. NHS trusts are free to determine their own levels of remuneration, and this extends to rates of PRP.
