To ask the Secretary of State for Education and Employment within what period of time he will determine the need for legislation on the areas of the provision for special educational needs as set out in the Government's paper "Meeting Special Educational Needs: A Programme of Action". [59835]

"Meeting Special Educational Needs: A programme of action" states that if necessary we will legislate, when parliamentary time allows, torequire all LEAs to have a parent partnership scheme and establish conciliation arrangements; and require LEAs to comply with Tribunal orders, having regard to new guidance on reasonable timescales for implementing them.
