To ask the Secretary of State for Education and Employment if he will set out the definition of a parent partnership scheme as referred to in the Government's action programme for SEN; and what will be the requirements to qualify for such schemes. [59831]

A parent partnership scheme is a scheme which is designed to encourage effective partnership between parents, Local Education Authorities, schools and voluntary bodies in identifying and meeting the needs of pupils with special educational needs. I would also expect such schemes to provide information and advisory services for parents. Local schemes which fulfil these requirements are currently eligible for support under the Standards Fund. Support for such schemes will be increased to £6m in 1999–2000.
