Friend the Foreign Secretary on 28 July 1997,Official Report columns 26–29, an export licence will not be issued if there is a clearly identifiable risk that the proposed export might be used for internal repression. This applies to equipment where there is reason to believe that it will be diverted from its stated end-use or end-user for internal repression. Work is in hand to identify ways to minimise that risk, such as end-use monitoring, and an announcement will be made in due course.
