§ Mr. RaynsfordWe plan to issue a consultation document on proposals for a licensing scheme for houses in multiple occupation (HMOs) early in the New Year. In that paper, we will also seek views on changes to Part XI of the Housing Act 1985, including the HMO definition. However, we would be reluctant to remove from the definition any premises which provide accommodation for people who have no other home. We would also need to consider the effect on the existing powers for local authorities to make HMO registration schemes containing special control provisions.
