HC Deb 16 December 1998 vol 322 cc540-1W
Mr. Sheerman

To ask the Secretary of State for the Environment, Transport and the Regions what discussions he has had with train operators regarding access to first aid equipment on trains. [63811]

Ms Glenda Jackson

None. The provisions of the Health and Safety (First Aid) Regulations 1981 (HSFAR), a relevant statutory provision of the Health and Safety at Work etc Act, 1974, which apply to train operating companies, require employers to provide access to adequate first aid facilities for their employees in the workplace. All trains must therefore be fitted with first aid equipment which on modern trains is located in the drivers cab and on older trains in the guards van.

There is no legislation which requires train operating companies to provide first aid equipment for use by the public. It is a matter for each train operating company to decide what first aid facilities it makes available to the public. In practice, first aid equipment provided under the HSFAR 1981 is available to train passengers.
