To ask the Secretary of State for the Environment, Transport and the Regions how many countries are required to ratify the Kyoto Climate Change Convention Protocol for it to enter into force; and which countries have done so to date. [63775]

The Kyoto Protocol to the United Nations Framework Convention on Climate Change will enter into force on the ninetieth day after the date on which not less than 55 Parties to the Convention incorporating Annex I Parties (i.e. developed countries) which accounted in total for at least 55 per cent. of the total carbon dioxide emissions for 1990 from that group have deposited their instruments of ratification, acceptance, approval or accession. To date, Fiji and Tuvalu have ratified the Kyoto Protocol.
