§ Mr. McLeishNo. The fire service capital programme for 1998–99 remains, at its highest ever level, £15.6 million. From this total, Lothian and Borders Joint Fire Board has been granted a special allocation of £0.6 million both in 1997–98 and 1998–99 to assist with its major project of headquarters refurbishment. In addition the board has in each year received its full formula share of the total programme, net of top-slicing for major projects.
