Mr. Gorrie

To ask the Secretary of State for Scotland how much has been spent to date on the development and promotion of Higher Still; how much it is planned to spend in 1998–99 and 1999–2000; on what the money has been spent or will be spent; how many FTE staff have been employed on it in each year; and what estimate he has made of the total amount of staff time devoted to Higher Still in each year. As at 31 March 1998, some £15.3m had been directly spent on Higher Still. Planned expenditure in 1998–99 is £5.2m. A budget for 1999–2000 will be set in due course in the light of the Comprehensive Spending Review. In addition, further expenditure has been and will be incurred by local authorities, the Scottish Qualifications Authority and the Scottish Consultative Council on the Curriculum.

This funding has covered all aspects of the development of Higher Still, including staffing and running costs associated with the Higher Still Development Unit (HSDU). Major areas of expenditure have included consultation on and the development of the new units and courses, the printing and distribution of final arrangements documents and subject guides, the provision of staff development seminars for subject leaders, work on core skills and Scottish Group Awards, and the ongoing development of a wide range of support materials, including learning and teaching materials and the National Assessment Bank.

The numbers of full time equivalent staff employed on Higher Still, by both the Higher Still Development Unit (HSDU) and The Scottish Office Education and Industry Department (SOEID) are as noted.
