HC Deb 16 December 1997 vol 303 c97W
Dr. Vis

To ask the Secretary of State for Education and Employment how the new foundation schools will be funded; and how the arrangements for funding these schools will differ from those made for community schools. [20360]

Mr. Byers

Under the new school framework, recurrent funding will be provided by LEAs for community, foundation, and voluntary schools under revised local management of schools (LMS) arrangements. The details of this new LMS regime are currently under consideration, but it is the Government's firm intention that there should be no unfair discrimination between different school categories.

LEAs will be responsible for all the costs of capital work at foundation schools, as they will be for community schools. The only significant difference is that, where they provide a new or additional site for a foundation school, they will convey their interest in the site—excluding the playing fields—to the school's trustees, foundation body or governing body.
