§ Mr. ByersEach local authority is free to determine arrangements where officers report to elected members. However, under the proposals in the School Standards and Framework Bill now before Parliament, each authority will have in place by April 1999 an Education Development Plan agreed by elected members and approved by the Secretary of State, which will set out the performance and targets of all schools within the authority's area, including those which are underperforming or need support.
