§ Mr. SpearingTo ask the Secretary of State for Education and Employment if she will list, consequent to the duties laid on local education authorities in clause 26 of the Education Bill requiring them to publish the arrangements they make in relation to pupils with behavioural problems,(a) how such problems shall be defined and by whom, (b) who shall determine the extent and nature of the necessary physical and human arrangements and (c) how such is to be financed. § Mr. ForthWe intend that all of these matters will be determined by local education authorities. But each of them may need to feature in the guidance which my right hon. Friend will issue, and on which we plan to consult widely over coming months.
