§ Mr. ForthMy right hon. Friend the Secretary of State expects governing bodies and head teachers to organise in-service training for their staff in a way which causes the least possible disruption to their pupils' education. Since 1 September 1995, governing bodies have been able to pay teachers for attending training at weekends and during school holidays using funds which would otherwise be spent on supply cover for courses during school hours.
