To ask the Secretary of State for Transport what proposals he has to ensure that foreign-registered aircraft based in the United Kingdom and performing passenger charter services for tour in prison, (ii) on remand and (iii) the total of (i) and (ii) indicating the percentage change over the period as a whole in each case. Few foreign airlines base aircraft in the United Kingdom for a significant period in order to carry out fifth freedom passenger charter flights. The Department of Transport checks the airworthiness certificates of all foreign-registered aircraft operating charter flights to or from the United Kingdom as well as the airline's certificate of competency. The procedure followed by the Department is set out in my reply to the hon. Member for Crewe and Nantwich on 7 March 1996,Official Report, column 309. We are considering, as part of our review of fifth freedom policy, whether stricter controls could be applied.
