To ask the Secretary of State for Wales what plans he has to encourage higher standards of urban design in respect of new developments in towns and villages in Wales. [18365]

My right hon. Friend and I want to see a high standard of design which contributes to the quality of people's lives and can help to revitalise our urban areas and attract business and investment to them. Responsibility for good design rests with designers and developers. What Government must do is to encourage and not prescribe. Planning policy guidance note 1 advises planning authorities that good design should be the aim of all involved in the development process.
