To ask the Secretary of State for Transport what is the minimum night time noise specified in order to qualify a householder for noise insulation grant; what changes he plans; and if he will make a statement. [7995]

Letter from Lawrie Haynes to Mr. William O'Brien, dated 9 January 1996: The Minister of State for Transport has asked me to reply to your question about what is the minimum night-time noise specified in order to qualify a householder for noise insulation grant; what changes he plans; and if he will make a statement. There is no specified minimum night-time noise level to qualify a householder for noise insulating grant with respect to new or improved roads. There are no plans to change this at the present time.

Letter from Lawrie Haynes to Mr. William O'Brien, dated 9 January 1996: The Minister of State for Transport has asked me to reply to your recent question about what is the specified minimum noise level from motorway traffic qualifying householders for noise insulation; what plans he has to reduce it; and if he will make a statement. The minimum noise level requirements from motorway traffic qualifying householders for noise insulation are set out in the Noise Insulation Regulations (1975 to 1988) under which an offer of secondary glazing for eligible rooms of dwellings is made where it is estimated that maximum noise levels during the 15 years after road opening will be at least 68dBA on the L10 18 hour scale with a contribution of at least 1dBA from traffic using the new or improved road.
