To ask the Chancellor of the Exchequer if he will make it his policy not to impose new taxes or increase existing ones without first conducting a study to(a) assess the effects of such a tax on consumer behaviour and (b) assess the revenue effects of such a tax. [31344]

Changes in taxation are made only after an assessment of their effects has been made. Estimates of the direct revenue effects of tax measures are set out in the "Financial Statement and Budget Report", table 5.1 in the 1995–96 FSBR. The wider economic effects are taken into account in the economic forecast, which is also published in the FSBR.

To ask the Chancellor of the Exchequer if he will list the percentage change of income paid in tax and national insurance between 1974–75 and the latest available date by(a) a single person, (b) a married couple, (c) a married couple with two children and (d) a married couple with four children earning (i) one third of average earnings and (ii) average earnings.
