To ask the Secretary of State for Social Security if interest loans taken out for the purposes of energy conservation to a dwelling occupied as the home will be eligible for payment through income support under the Social Security (Income Support and Claims and Payments) Amendment Regulations 1995; and if he will make a statement. [holding answer Tuesday 11 July]: Income support will continue to be able to help with the interest on loans taken out to provide insulation for the dwelling occupied as the home, provided the work is necessary to maintain the fitness of the home for human habitation. The Government's principal energy efficiency programme for householders aged 60 or over and those on a low income is the home energy efficiency scheme. It provides grants for draught proofing and loft, tank and pipe insulation and energy advice.
