Whether within the United States "counter proliferation policy", as expounded by the United States Administration to NATO allies at recent summits, Confidence Building Measures have been discussed; and what is the role of Confidence Building Measures in an anti-proliferation policy.

Following the NATO summit in January this year, the Alliance has stepped up its work on the challenges presented by the proliferation of weapons of mass destruction. The primary purpose of NATO policy remains to ensure that proliferation does not take place. The work initiated by the summit will look at a range of political and military responses.
