asked Her Majesty's Government:

Whether they are willing to associate themselves with the South Korean and Chinese Presidents in their agreement, reached recently in Beijing, that "they do not want any pressure put on North Korea over the nuclear question" [SWB FE/1963 G1].

We are in close contact with other interested governments, including China and the Republic of Korea, about how to persuade North Korea to comply fully with its obligations under its Safeguards Agreement with the International Atomic Energy Agency.

Whether they are willing to associate themselves with the statement of the Chinese Government that "China's policy is against any acts threatening stability and building up tension on the Korean Peninsula, such as the staging of a military exercise and deployment of patriot missiles" [SWB FE/1963 G1].

We share the Chinese Government's anxiety at any act which would threaten stability or increase tension in the Korean Peninsula. But we have sympathy for the considerations which have prompted the governments of the US and the Republic of Korea to take the measures referred to.
