Whether any obligation to secure the provision of women's refuges rests on local authorities under Section 42 of the National Health Service and Community Care Act 1990.

No. Refuges are a form of emergency safe accommodation for women fleeing domestic violence. Their provision is for local authorities to decide as part of their housing responsibilities.
