How much the Prison Service has spent in Great Britain on (a) HIV/AIDS education for prisoners and (b) HIV/AIDS training of prison staff since 1988.

has asked me to reply to your recent Question about Prison Service spending on HIV/AIDS education and training.

The available information, which relates only to costs incurred centrally, is as follows:

The figures for training represent the costs of multidisciplinary team training and training in counselling for staff in prison establishments organised by the Prison Service Directorate of Health Care. They exclude the costs of education and training for prisoners and staff organised locally. In addition, clinical updates on HIV/AIDS for prison medical staff have been provided annually since 1991–92, at an average cost of about £4,000 a year.

The figures for materials represent the costs of educational videos for prisoners and staff together with a Prison Service contribution to the costs of an educational leaflet for prisoners produced by the Terrence Higgins Trust.

has asked me to reply to your recent Question about the number of prisoners in Great Britain who have been infected with HIV whilst in prison and in which prisons since 1988.

Since 1988 there has been one documented case of HIV transmission within the prison system in England and Wales. The route of transmission was believed to have been sexual contact with another inmate. To protect the medical confidentiality of the prisoners the name of the prison is not published. I am responsible for the Prison Service in England and Wales and I have copied this Question to the Chief Executive of the Scottish Prison Service, who may wish to add information for Scotland.
