§ Mr. NorrisIt is not possible at this stage to make a detailed assessment of the likely effect of the deregulation proposals for goods and passenger operator licensing on the levels of staff in the traffic area offices. Our best estimate is that the effect of deregulation and changes to the fee system will be broadly neutral in terms of staffing.
