Whether they have discussed with the United States Administration (a) the possible application of its current "counter-proliferation policy" to the Korean Peninsula, and (b) the US Secretary for Defense's recent remark that the United States "is not going to let [the North Koreans] do that" [i.e. build a nuclear arsenal] [31st March 1994] and whether to their knowledge US policy now includes the possibility of military strikes against North Korean installations, and if so have they given any kind of advance assent to such military action or undertaken to support such action in the UN Security Council.
§ Baroness Chalker of WallaseyWe discuss the issue of North Korea's non-compliance with its safeguards agreement regularly with the US Administration. We still hope that this problem can be resolved through dialogue. Any solution must reaffirm the IAEA's right to inspect all North Korea's nuclear facilities to the agency's satisfaction. We have had no discussions with the US Administration about military action against North Korea.
