§ Mr. BaldryThe bidding guidance for the single regeneration budget, which will be issued shortly following extensive consultation, will make it clear that the budget is intended to benefit, among others, those sections of the community which are at a disadvantage, the young and ethnic minorities, and will help to promote equal opportunities. Monitoring arrangements will be put in place to ensure that support through the budget reaches those people it is intended to benefit.
