§ Mr. StewartSince 1982 the Scottish Office has commissioned advertising agencies to assist with national campaigns to recruit members for children's panels. Expenditure is as follows:

The agencies were selected by the Scottish Office information directorate on the basis of tendered bids. 45W Faulds Agency won the 1993 "Best Recruitment Advertisement" award in the Scottish advertising competition organised by the "Scotmedia" campaign.
A small planning group comprising representatives of local children's panel advisory committees—who have statutory responsibility for selecting persons suitable to be panel members—advises the agency on the form of advertisement to be used. Decisions about which newspapers and magazines should carry advertisements are taken on the advice of the advisory committees and the agency taking account of the circulation of publications in the various regions.
The other main expenditure incurred by the Scottish Office on the children's hearings system relates to the training of children's panel members and related agencies. This work is underpinned by tutor-organisers based at four Scottish universities and the Scottish Office has funded their salaries and associated expenses since 1979.
