asked Her Majesty's Government:

What progress has been made over the Cyprus question during talks sponsored by the United Nations in New York; and what are the current difficulties in reaching a settlement.

At talks in New York in March and May the UN Secretary General proposed a package of confidence building measures. President Clerides accepted the package. Mr. Denktash did not.

The Secretary General has since made clear his view that the Turkish Cypriot side has not shown the goodwill and co-operation required to achieve an agreement. He has undertaken to report again to the Security Council in mid-November. Expert groups will visit the island before then to study and discuss the measures on the ground.
