To ask the Secretary of State for Scotland what proposals he has to give citizens legally enforceable safeguards against the abuse of power by public bodies.

We have published Scottish charters setting out citizens' rights and entitlements. Some rights, such as the appeals procedures outlined in the parents charter, are statutory. The Housing and Urban Development Bill contains provisions which will strengthen tenants' statutory rights. We have no plans at present to add to these rights.

There are also ordinary remedies available to citizens before the courts and through the various ombudsmen arrangements.
