To ask the Secretary of State for Education which local education authorities have adopted new agreed syllabuses since 29 September 1988; whether in each case the syllabus is newly prepared or an adopted syllabus of another local education authority; and if in the latter case he will list the name of that syllabus and the date of preparation.

We understand that the local education authorities listed in the table have adopted new agreed syllabuses since 29 September 1988. Where an authority has adopted the agreed syllabus of another local education authority, the name of the authority and the date of the syllabus is included in brackets.

To ask the Secretary of State for Education if he will give the names of agreed syllabuses about which his Department has received complaints under section 23 of the Education Reform Act 1988 since its passing; and what actions his Department has taken following these complaints and the subsequent action of the local education authority concerned.

Mr. Forth

The Department has received complaints about the agreed syllabuses of Coventry, Ealing and Newham local education authorities. The first of these complaints is still under consideration. Following the other complaints, the Department wrote to the authorities setting out the Secretary of State's concern that their syllabuses were not detailed enough to meet the statutory requirements. The Department also wrote to chief education officers in England on 18 March 1991 with advice about the nature of agreed syllabuses. Newham LEA has subsequently adopted a statutory appendix to its syllabus. Ealing LEA has constituted an agreed syllabus conference to review its syllabus.
