asked Her Majesty's Government:

What factors are currently preventing Northern Ireland from having access to the EC Cohesion Fund; whether the special circumstances of political violence, remoteness. high unemployment and fuel costs make Northern Ireland a good candidate for access to this fund; and whether they will use their best endeavours to that end.
