What degree of consultation took place with the Committee of Vice-Chancellors and Principals of the Universities of the United Kingdom before the draft charter for higher education in England was perpared.

There had been wide informal consultations which included members of the Committee of Vice-Chancellors and Principles. The Secretary of State had been keeping under review the question of more formal consultation.
