What are the sources of the information given by the Viscount Goschen (H.L. Deb., 23rd June 1993, col. 425) that in May of this year only 4,004 young people had been awaiting a youth training place for eight weeks or longer in England, and 40 per cent. of them had already received an offer.

The information is provided by monthly statistical returns from careers services throughout the country which give the number of young people covered by the YT guarantee.

Whether they know whether any element of double-counting was included in the figures from the Employment Gazette of 17th June quoted by the Viscount Goschen on 23rd June 1993 (H.L. Deb., col. 426).

To what information from the careers services the Viscount Goschen referred on 23rd June 1993 (H.L. Deb. Col. 427); whether it contradicts the evidence from the careers services quoted on page 15 of the report Four Years' Severe Hardship then under discussion; and whether they have anything of add to the Viscount Goschen's remark that "So far as I am aware, none of the independent reports to which he refers has made use of the detailed, accurate and comprehensive information provided each month by the careers services".

The information to which my noble friend referred on 23rd June was the monthly count carried out in May 1993 by careers services of the number of young people covered by the YT guarantee. The evidence from the careers service used at page 15 of the reportFour Years Severe Hardship comes from the United Kingdom Heads of Careers Service report (1991) which is an annual exercise ascertaining the position of half a million young people in the November following their 16th birthday. Clearly these are different.
