Member for Manchester, Wythenshawe on 18 January,Official Report, column 21, in regard to the level of VAT on bloodstock in the United Kingdom and the rates levied in France and Ireland, what submission the Paymaster General has had from the Jockey Club on this subject; and when he expects there to be a ministerial statement on the outcome of his consideration of their submission.
§ Mr. Lamont[holding answer 28 January 1993]: Representatives of the horseracing industry have made proposals for changes to the rules of racing intended to make ownership more of a business activity and therefore allow some owners of racehorses to register for VAT. Customs and Excise has drawn up a technical memorandum of understanding to be agreed with the industry as soon as possible.
