To ask the Chancellor of the Exchequer what plans he has to set up an independent complaints procedure for those importers and exporters who have complaints about administration by Her Majesty's Customs and Excise; and if he will make a statement.

[holding answer 1 February 1993]: Customs and Excise reviewed its complaints procedure in 1991. As a result it has improved its internal system for handling complaints. Details of how to complain are given in the leaflet "Complaints against Customs and Excise" (Notice 1000). It is intended to introduce an independent tribunal system for customs matters by 1 January 1995, in line with EC agreement.
