§ Lord James Douglas-Hamilton[holding answer 15 December 19931: My right hon. Friend the Secretary of State has power to provide financial assistance to harbour authorities, including Caledonian MacBrayne, for the improvement of transport piers and harbours in the highlands and islands. He also has power to assist fishery harbour works throughout Scotland. The relevant legislation is as follows. Harbour authorities are responsible for safety.
